BlackRock Pennsylvania Strategic Municipal Trust is a nondiversified closed-end bond fund whose investment objectives are to provide current income exempt from Federal and Pennsylvania income taxes and to invest in municipal bonds that over time will perform better than the broader Pennsylvania municipal bond market. The Trust seeks to achieve its objectives by investing 80% of its total assets in investment grade (rated AAA to BBB by a major rating agency or of equivalent quality), and may invest up to 20% of its total assets in non-investment grade (rated Ba/BB or B by a major rating agency or that are unrated but deemed to be of comparable quality by the Advisor) Pennsylvania tax-exempt general obligation and revenue bonds issued by city, county and state municipalities. The Trust's portfolio is actively managed to diversify exposure to various sectors, issuers, revenue sources and security types. Its investment strategy emphasizes a relative value approach, which allows the Trust to capitalize upon changing market conditions by rotating municipal sectors and coupons. Additionally, the Trust employs leverage to enhance its income by borrowing at short-term municipal rates and investing the proceeds in longer maturity issues that have higher yields. |
